Notebook 02 fails to reproduce comparison starvation because the corpus is balanced. Make it reproduce by deliberately unbalancing the corpus, then show the per-entity quota lever recovering the loss.

Acceptance criteria

• The prevalence ratio you engineered, and the starvation it produced
• Full-chain recall before/after the quota packer, with an interval
• A statement of the condition under which a client corpus would show this
