Make the loop run long enough that working evidence exceeds the packing budget, measure the retention gap, then close it — by carrying a compacted summary between turns, reserving slots for early gold, or a better packer.

Acceptance criteria

• The gap, before and after
• Cost delta of the fix
• Whether the fix helps or hurts single-shot performance (it should not change it at all — if it does, you changed something you did not mean to)
